A human-readable comment has been added to the HTML play-by-play source code indicating when teams switch situational strategies (for example, early to late and close). Computer coaching logic in CBEL has been updated to honor playing time promises. While imperfect (for example, if multiple players at the same position had promises), it should greatly reduce the number of CPU-run teams that severely underperform due to promises being ignored.

Issues related to the WAC standings have been resolved. Budget calculations used during free agent signings have been improved. What has not changed: a team that is $40M under budget can still submit a free agency budget of up to $40M.
What has changed: the maximum bid on a player would be the team's budget, reduced by the amount of money that needs to be set aside to fill the rest of the roster (assuming minimum salary for the youngest players). For leagues with minors, the amount is also reduced by the amount of money that would be needed to fill the rest of the full roster (assuming $0.04M per player). This change was made prior to CVBL's free agency, and the league has a much better result regarding teams being under budget.
Note this is still not a perfect system, as older football and basketball players can have minimum salaries of $0.45M above the assumed minimum. In hockey and soccer, the difference can be $0.27M. Additionally, coaches who play the preseason with extra players will have to pay their full salaries during those games.

Box & 1 had an issue where the PG-on-PG matchup was not defaulted to if the coach neglected to specify matchups. This has been resolved.
.
In terms of how change requests are submitted, I will note this was submitted as a "critical error", which is overly alarmist. Spot-checking a few games where I forced this condition, the difference in final margin between the "before fix" and "after fix" was only a few points.

With no independent teams this season in CBEL, the WAC was incorrectly treated as independent for scheduling purposes. This issue was reported too late to resolve this season, but has been fixed for next season.
I have also confirmed the WAC tournament will take place (seeded based on computer rankings), that the WAC tournament winner will receive an automatic berth to the CBEL tournament.

For the first round of free agency only, free agent bids must be at least the minimum salary for the player's age. Minimum salaries are provided on the "Negotiating Contracts" help page, but a summary is as follows by sport:
Soccer and Hockey: $0.25M up to age 22, increases by $0.03M per year to $0.52M for age 31+
Basketball and Football: $0.40M up to age 22, increases by $0.05M per year to $0.85M for age 31+
Baseball: $0.30M for all ages
The eventual goal is to incorporate this minimum bid into the free agent bidding web tool. However please note that no coach will be punished for under-bidding; his free agent bid will be increased accordingly.

Additional criteria for sacrifice bunts have been added to the baseball sim. In addition to the existing criteria (hit is unlikely, never bunt with a man on third, with nobody on first or second, two outs, or bunts set to "never" in the coaching options), the following criteria apply based on position (pitcher vs. non-pitcher).
.
Pitchers
- Never: never bunt
- Less: man on first, second open
- Normal, More, Most: no additional criteria
.
Non-Pitchers
- Never, Less, Normal: never bunt
- More: man on first, second base open, no outs, tied or down one
- Most: man on first, second base open, no outs
.
The help pages have been updated to reflect the additional criteria.

Due to a concern of CPU-run teams cutting young highly-rated players they should not be cutting, I looked into all of the reasons why this could happen. The players specified all appear to have been cut following that CPU-run team's signing of a better player to replace him. However, it seems that age is accounted for in that logic, so no change to the game was made at this time.
.
However, in order to be better able to research into this in the future, I have added a note to the transaction log for each player released from a team that will help understand the rationale for each player being released. I would request that, if this behavior is seen in the future, it be reported via the contact form, which gets to my inbox better. Hopefully the additional information will allow me to better solve the issue.

The playing time promise belief algorithm has been modified for all sports. The primary change for all sports generally opts toward belief of the promise, when previously the algorithm only opted toward belief if the player was clearly the best at the position.
For basketball and hockey, an additional change was made to reduce the likelihood of a player ignoring a promise because one or two players are better than him at multiple positions.

The five late-game situations have been redefined (by adding time-to-go into the calculation) to better map to situations for which a team may want to adjust coaching.
.
New definitions and the number of points are as follows. Note that "Time" is remaining clock time in seconds, and "Shot" is shot clock in seconds. Definition is in the perspective of the team with possession; the team on defense will use the opposite situation (e.g., if the team with possession is "Far Behind" the team on defense will be "Well Ahead").
- Far Behind (formerly Blowout Loss): Trailing by more than 6 + Time/30
- Behind: Trailing by more than 3 + Time/60
- Close (formerly Late/3 points): Final five minutes, and no other situation applies
- Ahead: Leading by more than (Time-Shot)/60
- Well Ahead (formerly Blowout Win): Leading by more than 3 + (Time-Shot)/30
If none of those five situations apply, the "Early" situation will be used. Note that all but "Close" can be used prior to the final five minutes if the score margin is large enough.
.
The intent of these time-based definitions is "need to score a lot", "down but not yet desperate", "close enough that normal preferences can be used", "ease up the pace but still try to get good shots", and "trying to run out the clock".
.
Note there is no change to the determination of when the bench is cleared in case of a true blowout.

An additional check has been added for trades involving cash so that teams cannot trade more cash than the difference between their cap and the league minimum. This prevents the situation that, once the season begins and the low-salary tax is applied, teams have no way of getting under budget.

The pro hockey leagues have been realigned to two divisions in each conference. (I had hoped to do it only for HEL, whose season just ended, but that is a switch that needs to be made at the same time for all leagues.)
HEL has also been given an expansion team to get to 31 total teams (8 teams per division except Central). NOHL's expansion and realignment will come mid-April once their season is done.

Made very slight change to bump up use of TEs in certain situations, so I will note this in the changes log.
The larger request was to generally increase the number of receptions by TEs, which is already a feature in the game. (I have had seasons when my leading receiver was a TE.) Setting "TE Passing" to most will make a TE equally likely (as a WR) to be the primary receiver. In addition, here are a couple of tips for formations and plays:
- Make sure you always use formations including a TE. While my TE is only my 4th leading receiver, he is also only my 4th leading receiver in terms of downs played.
- On plays where the primary receiver is a WR or RB, make sure the TE is running a route instead of blocking.

The player generation routine has been modified to prevent anything more than maximum speed + weight of about 15.
There was also a request to give fast players more of an advantage that is not being incorporated. Speed is already a very important ability in the game, and realistically defenders covering a speedster are going to give more cushion rather than getting left in the dust play after play after play. This is already accounted for in the game, and explains why faster receivers also have an edge in short passes. I will note that of the coaches who voted, the majority did not want to see this changed.

Sortable player lists (linked from roster, draft, free agent, etc. pages) have been enhanced, so that clicking on the column header will sort the players by that stat or ability. Note that additional statistics (e.g., shooting percentage, rebounding rate) are supported in the sortable player lists.
