Request Title: All-Conference Teams
Description
What if conferences with multiple coaches could vote for an all-conference team each season? It would be the same functionality as the current all-american voting, except the player pool would be limited to that conference.
Obviously there would have to be at least two coaches in the conference so a coach can't just vote himself a full all-conference team.

Admin Notes
Tier 1 coaches will now vote for all-conference teams at the same time as they vote for all-American teams. As with all-Americans, results will include some computer voting if not enough human teams vote. Note that all-conference ballots and teams will be smaller than all-American ones.

Human selection would be best, but that may be challenging in some conferences.

I think as long as you have the 2-coach rule this would add some more personality to the game.

I would say make it like the All-America teams work, but maybe weight human votes more - CPU fills out the team with human input?

All-conference should be the coaches voting in their own conf. and all-American for the CPU with the coaches A-C voting into consideration
