Can we get a lottery for the draft picks to mirror real-life?

Admin Notes
In baseball it's only for a few picks, and teams with the lowest salaries aren't eligible for the lottery. I'm not sure it's worth implementing. I'll leave it open for comment to see if anyone feels strongly.
